Mastery is a key system in warframe that determines whether or not you're able to interact with certain types of content. Your Mastery Rank is tied to your whole account, not individual items or anything else. It can be thought of as your overall account level that represents how much you've interacted with the game in total. Notably, certain quests, weapons, and missions are frequently locked behind certain mastery rank requirements. Your rank and progress to the next rank can be seen here:

Progressing your mastery rank is done naturally through levelling up new weapons, warframes, vehicles, companions etc. Anything you can equip and level up will progress your mastery rank. As you may know, any equipable item or warframe can be levelled up to level 30, at which point they have reached their maximum level. Up to level 30, every level earned by a specific item will progress your mastery rank xp in tandem with the item’s level. Once an item has reached level 30, using them further will not grant you any mastery rank progress.
This levelling process from 1 - 30 grants mastery rank xp ONCE PER ITEM. For example:

You craft the “Tigris” shotgun
You gain xp
You level it up
You GAIN MASTERY RANK XP FOR EVERY LEVEL
You reach max rank of 30 with the “Tigris”
DONE GAINING MASTERY XP WITH THE “TIGRIS” FOREVER​

You DO NOT GAINING MASTERY RANK XP FOR ANY LEVELS

This applies for every single item in the game without exception. To simplify, you can craft more than one item or weapon, but you'll only gain progress for the FIRST TIME you level it and NEVER AGAIN. If you level up a duplicate of the item, you will NOT GAIN MASTERY RANK. If you continue using max rank items, you will NOT GAIN MASTERY RANK.
In order to gain mastery rank, you must continuously build and use new warframes, weapons, and companions, with warframes and weapons being the most consistent. New warframe and weapon blueprints can be unlocked through the market for weapons, or through gameplay for warfames and specific special weapons. These can all be crafted at the foundry, which has its own tutorial.
